01What business outcome needs to be enabled?Describe the decision, capability or operating result rather than a preferred technology.02What is changing now?Identify the program, pressure, dependency or event creating the need for change.03Which systems, data, processes and organizations are affected?Include important handoffs and boundaries, not confidential architecture details.04What must not be lost?Consider identity, meaning, continuity, authority, evidence and essential business rules.05Who makes decisions and who is accountable?Name roles or decision groups; do not enter unnecessary personal data.06What constraints exist?Consider timing, operations, dependencies, skills, contracts, risk and applicable controls.07What does an error or blockage look like today?Describe the observable consequence and how people currently detect or recover it.08What evidence would show that the change succeeded?Use an outcome, acceptance condition or operational signal that can be examined.09What timeframe exists?State real decision dates or dependencies without inventing certainty.10Who is already involved?List internal teams, roles and vendor types without disclosing protected names unless approved.
